Indeed, if we want to stretch the point and assume that Gallifrey - or just the Master himself - uses English, then the files may even be in alphabetical order. "Autons... Autonomous Evil... Axos... Axxarius...(look, it's as good as any other spelling)... Azal." He gets choosier after he's captured, and cherry-picks the big names like Kronos and the Daleks (and Traken when he's looking for a way to de-omelette himself), but he may be using the same database even in the '80s stories. He probably opened the "X" files - no, don't say anything - just to see whether anything actually started with that letter, hence "Time Flight".
